Fixed what I believe to be a bug, where the empty string ("") was getting
a type assigned to it of "null_type_definition". I can't find in the LRM
where it says that this is the case, and it's causing problems in one of
the VITAL packages. It also appears to have no impact on the regression
test (with respect to parsing.)

Updated test/README with directions for running Billowitch.
