Ensured that the target array object in assignment operators had a valid array
created -- if the object was not created/initialized the assignment operator
creates a new object that is excatcly the same as that of the source array
object (used in the assignment operator). This check was necessary to handle
initialization of some constants whose dimensions etc. are known only during
elaboration. Without this check elaboration of some designs would fail.
