Started rewriting the INSTALL file. Not even close to done yet. Fixed
a bug I introduced in IIRScram_ProcessStatement where the closing brace
of the state class was missing. Made the global variable "globalobjectid"
a static member of VHDLKernel. (TyVis checkin will follow.)
