Log Message:
Updated the Block class (which is actually a set class AFAICT) to use
STL vectors internally. There are no visible changes to the public
interface. I believe I'll be change some of the blocks that are currently
present into vectors in some places, and possibly renaming the Block
Set and possibly templatizing it for compile time type checking. This
checkin is for a paranoia regression run.
