Updates to make the publish-vhdl testlevel operational. It all works for
me now. Please use. I will add formal documentation later this week.

I still have to go through the vests archive with refinements. There are a
couple of billowitch test cases that need input/output files; the ashenden
script requires quite a bit of study/review. However, the billowitch tests
in vests should be on par with the old savant_tests.new archive.
