Adding a number of targets to simplify selective testing. I have added
targets to run all the vests tests (make check-vests) only the billowitch
tests (make check-billowitch) or only the ashenden tests (make
check-ashenden). Any make target involving vests will checkout vests if
it's not already in place (in savant.vests).

I'm working on two more target specifications to hit only the compliant
tests (make check-compliant) and the non-compliant tests
(make check-non-compliant), but am having some difficulty controlling
dejagnu (it works, but it runs the tests three times).
