Fixing a problem with the find function in utils.exp from dejagnu. I've
pushed the fix back to Rob Savoye.

I'm also adding new targets check-compliant and check-non-compliant to the
makefile. You can now issue a simple "make check-compliant" and have only
the compliant (or non-compliant) tests from the vests testsuite exercised.
