Working on the attributes needed for 1164 to be functional again.  
Totally cleanup/refactor of attribute publishing.

Also working the capability to find scram and use it to code generate
the ieee libraries as part of the tyvis install.  Since they are currently
building either this is going to cause failures or needs to be commented
out.

IIR_Attribute is an abstract class and did not need to be inside the 
class factory.

Ripped out tons of unneeded #includes as I did the publishing refactor.
