Changed published_makefile.cc get_includes() function to only publish_cc_include_path()
on LibraryClause,LibraryDeclaration nodes, stray -I written to makefile when a
UseClause was encountered.

Added empty textio write functions in std_textioPkg.cc to avoid linking errors when 
testing compile process, functions do not provide functionality needed for write
